Resources decide everything
Everything on a FiveM server is a resource: vehicles, jobs, the UI, the police system. Each one costs memory and processing time, even when nobody is using it. A server with two hundred resources is working constantly, regardless of player count.
If you run a framework such as ESX or QBCore, a database joins the picture. Slow database queries are one of the most common causes of a stuttering roleplay server — more often than insufficient RAM.
